Hours

Monday - Saturday

11:00am to 5:00pm
Services include adoptions, lost and found, licensing your pet, and general pet assistance.

Sundays and Holidays

Limited services.
The animal care centers will be closed for public viewing. The ACCs will continue to admit stray animals to protect animal and public safety, reunite lost pets with their families, and process Adoption Partner placements.

Maria Rosales

Animal Care Center Manager

Maria Rosales has been an Animal Control Manager for the County of Los Angeles Department of Animal Care and Control since 2021.

She started her career with the Department in 1995 thanks to her daughter’s Head Start teacher who encouraged her to apply since she knew she loved animals. During the years, she has proudly promoted through the ranks, to her current position.

She is proud of every accomplishment, every animal, every person she’s met along the way. Her goal is to continue to work alongside her team, serve the communities, and continue to match families to their forever pets in the Animal Care Centers.

Maria is a member of the Los Angeles County Management Council and a Certified Animal Control Officer. She enjoys spending time with her family, pets, traveling and fostering care center pets in need. On more than one occasion her fosters have become part of her family.

Dr. Emmanuel Velo

Animal Care Center Veterinarian
Dr.-Velo

Dr. Emmanuel Velo has been a veterinarian for the County of Los Angeles Department of Animal Care and Control since 2005. In his career at DACC, he has worked at different care centers and is part of several departmental committees to improve service to the animals and public.

Dr. Velo has a D.V.M. from the University of the Philippines and completed his clinical year rotation at Purdue University. Emmanuel Velo is a member of California Veterinary Medical Association (CVMA), Southern California Veterinary Medical Association (SCVMA), and Southern California Filipino Veterinary Medical Association (SCFVMA).

Dr. Velo is dedicated to improving animal welfare and the animal sheltering industry.

In his spare time, Dr. Velo enjoys travelling and going to concerts with family. He has two dogs named Ellie and Woody and a bird named Floyd.

Dr. I-Shun Chen

Animal Care Center Veterinarian

Dr. I-Shun Chen has been a veterinarian with Los Angeles Department of Animal Care and Control since 2010. After spending eight years in a private practice hospital for small animals in Las Vegas, he decided to pursue an internship at Iowa State University for Emergency Medicine/Critical Care, before moving to Los Angeles in 2008.

Dr. Chen obtained his DVM from Tuskegee University in 1999. Dr. Chen is currently a member of the American Veterinary Medical Association.

Dr. Chen has an enthusiastic attitude towards surgery related cases that will help to improve quality of life. Each animal is different and there is always some variance in their degree of challenge that makes the job worthwhile.

Dr. Chen is originally from Taiwan. He enjoys playing golf and spending time with his wife and three children Emily, Bryan, and Peter. He has a one eye dog named Snowball and a guppy named Red.
